Despite collecting over R20 billion annually from businesses, South Africa’s Sector Education and Training Authorities (SETAs) have accumulated R35 billion in unspent funds while delivering poor-quality, overpriced training programmes that cost more than university education but achieve qualification rates below 60%, necessitating their closure and consolidation into a single national skills authority.
